What does this MR do and why?

Problem

Gitaly integration tests duplicate setup and metadata assertions across three command test files.

Solution

  • Add shared helpers for network services, command setup, and metadata assertions in internal/testhelper/gitalytest.
  • Use the helpers in the three Gitaly command test files.
