- Added a `duo-ui` job to the `gitlab-ui` pipeline, triggered
on merge requests.
- The job builds the current `gitlab-ui` version and passes
it to the `duo-ui` pipeline.
- Ensures compatibility between the latest `gitlab-ui` changes
and the current `duo-ui` version.

Modify the duo_job configuration to:
- Run automatically on every MR
- Not run on main branch
- Allow failures only when 'duo-ui-allowed-to-fail' label is present
