Remove blue from GlToggle by overriding the toggle.switch.track.color.checked contextual tokens directly with neutral values, leaving the action.strong.confirm semantic tokens unchanged. Update toggle to only show icons in forced colours / high contrast modes.

Repoints toggle.switch.track.color.unchecked.* from action.strong.neutral.background.color.* to control.border.color.* so the off-state track unifies with other form controls (input, checkbox, radio borders) and increases contrast against the on-state. The active state aliases control.border.color.focus since control.border.color has no active variant. Adds toggle.switch.background.color.{unchecked,checked,disabled} for the visible thumb fill, aliased to control.indicator.color.selected, action.strong.confirm.foreground.color.*, and action.disabled.foreground.color respectively. Replaces remaining direct action.strong.{neutral,confirm}.* references in toggle.scss with the new toggle-contextual tokens or the (transparent) action.neutral.border.color.* family for the inset border overlay and focus-ring inset color, matching the toggle's new neutral identity. -

The visible thumb is now rendered by a ::before pseudo-element on .toggle-icon. Scale lives on the pseudo, translation lives on .toggle-icon, and the inner SVG sits at its intrinsic size centered in the unscaled container. This decoupling avoids transform compounding between the parent thumb and child SVG, which previously caused flicker when the off-state thumb grew on hover. The unchecked thumb pseudo uses scale(0.75) (12px in a 16px container) so the off state reads as a smaller, dormant dot. Hovering an unchecked toggle grows it to scale(0.875) (14px), while the checked state keeps the full-size translated thumb with color-only hover feedback to preserve its 'settled' reading. Disabled states preserve their respective sizes without the hover-grow. Track and thumb transitions are also brought in line with the feedback animation guidelines: 200ms duration with $gl-easing-out-cubic, explicit per-property longhand, and gl-prefers-reduced-motion-transition support.

The previous values used colored-tint overlays (e.g. neutral-500 at 16%), which when swapped 1:1 to neutral-black/white alpha tokens at the same step produced visibly heavier hover/focus/active backgrounds — most noticeably on dropdown options and confirm-secondary buttons. To preserve the original visual weight, the alpha steps were re-mapped to closer perceptual matches (e.g. neutral-500 at 16% -> alpha.dark.6 on hover, neutral-700 at 24% -> alpha.dark.16 on active).

In order to integrate theme neutral tints into the product in the same assets as other design system changes, use existing `ui-*` prefixed classes for theme tints. This will allow us to validate neutral tints in `design-updates` feature branch without requiring integration work in the product to use `tint-neutral-*` classes.

`yarn create @gitlab/ui` now asks which Vue version to scaffold. The new default is Vue 3 through the migration build (`@vue/compat`), matching how GitLab runs Vue 3, with `vue-router` 4 and compat mode configured in `src/compat.js`. Drop the redundant `args:` option. - Rename the "variant" concept to "vue version" throughout. - Drop the `hint` field in Vue versions. - Prefix Node built-in imports with `node:`. - Allow console calls in `@gitlab/create-ui` script in global ESLint configuration. - Replace `process.exit(1)` with `process.exitCode = 1; return` so any teardown callbacks can run. - Move process teardown checks into `main`.
