So the last group can have infinite scroll

With long text, tabs wrap increasing the height. If the whole height is
not used the tabs have uneven vertical looks.

This replaces the approach in
!4937 with a
Makefile target.

For Make, $() and ${} are equivalent ways to reference variables. This
normalises the file to use only the former.

style(GlTabs): add full height
