Remove makePropsConfigurable from tooltip and popover

What does this MR do?

Move the overridden default prop values from the BVConfigPlugin configuration in src/config.js directly into the tooltip and popover component source files.

Update the tooltip directive to use hardcoded defaults instead of reading from the BvConfig singleton, which is no longer populated with tooltip/popover values.
