Remove "Stepper" docs

Chad Lavimoniererequested to merge
3194-remove-stepper into main

What does this MR do?

The documented Stepper component was never actually built.

Recently the MultiStepFormTemplate component was added, which implements the functionality called for in Stepper docs.

This MR removes the Stepper docs and replaces links to Stepper with links to MultiStepFormTemplate.
