Fix wrapping of token container

What does this MR do?

Followup to gitlab-org/gitlab-ui@3d218ce1, this MR adds proper flex wrapping to the token container so that the input is not constrained to a second column at the right of the selected token values.

Note that the use of placeholder text in this usage of the token selector component makes the bug much more noticeable/obvious
