fix(Popover): update popover trigger guidance

Context

Myself and one other designer recently worked on implementations where the popover was triggered on hover as that is what the pajamas guidance say to do. However, an accessibility audit recommends that the popover is triggered upon click. This MR updates the docs to the desired state rather than the current state.
