docs(Tooltip): add exception for close buttons

What does this MR do?

A question was brought up in gitlab-org/gitlab!94142 (comment 1059078939) on whether or not the X button should have a tooltip. This change establishes a rule to follow for future decision making.

• Review requested from any GitLab designer or directly from a maintainer or trainee maintainer.
