Test new cluster in preparation for Auto Devops move

We will be moving the design.GitLab.com site to a new cluster for several reasons outlined in https://gitlab.com/gitlab-com/gl-infra/reliability/-/issues/15754

This branch is to test deployments to the new cluster, and collect any changes that might be necessary to make deployments there work smoothly.
