feat(Settings): add guidance about linking from feature page to Settings
What does this MR do?
Adds guidance about linking from feature page to Project or Group Settings.
Why
It was discovered in solution validation that users go to the feature page to adjust settings. Linking to Settings from the feature page is not uncommon, but the visual treatment of how it is done is not consistent. Furthermore, encouraging this behavior will help make the Settings more discoverable.
