New persona for devops-as-a-service manager

This is a new persona for the manager of the team that provides DevOps tools internally as a PaaS for their organization. It looked like there was a pattern of naming people with the first letter of their title, but since there was already many other D names I went with T for Tools. If everyone has a D name it becomes hard to remember everyone for different reasons.
