feat(UserHelp): Encourage usage of popover with help icon

What does this MR do?

UI inconsistencies with help contribute to a lack of polish and impact the sense of trust that users place on the product. This change clarifies the usage guidelines for interacting with help icons by providing an example of using a popover to keep a user on task.
