fix(licensename): Change license gitlab ci yml name

@tauriedavis I'm getting a failing pipeline here: https://gitlab.com/gitlab-org/gitlab-services/design.gitlab.com/-/jobs/544533839 and looks like the License file inside the gitlab-ci.yml file needs to be renamed as of %13.0. Can you review this and merge?
