Resolve "Modifying Pagination Recommendations"

Starting a discussion around updating the guidelines in Pajamas for Pagination. I suggested whilst working on Security License Management lists that the list should be limited to 10 before implementing the pagination. Which is a deviation from our guidelines here so I would be proposing a slight change in relation to pagination recommendations:

Lists with more than 20 items require pagination which is always located below the list and takes the form of a button group. No pagination is required on lists with 20 or fewer items.
