Define dynamic panel behavior when primary context changes

Question from Michael Le: If primary context changes, do we have guidance on what should happen to dynamic panel? Should it close automatically or can it remain open?

Jeremy's response: This is a great question that needs further exploration. Jeremy noted he doesn't have a quick answer at the moment and is most closely aligned with the layout aspect, less so with the full UX implications. He has thoughts but they aren't clear enough (or validated) to express in documentation yet.
