Deprecate neutral muted badge color

The muted neutral badge doesn't work when on a strong background (light mode only) because the neutrals are the same.

Proposal

Migrate muted instances to neutral and deprecate muted. Example below demonstrates how the neutral muted badge background is the same as a strong background surface.
