Add tabs to illustration and iconography pages

Based on gitlab-org/gitlab-svgs!749 (comment 755226838). See if we can include a contribute tab to the illustration page, or even other foundational pages.

Update: It would be helpful to add an Overview tab in addition to Contribute, and also do this for Iconography.
