Include empty states for charts in documentation
Description
Currently, when there isn't enough information for a chart to show data, a banner is added to communicate the empty state. There's no standard practise around communicating this across pages.
This issue is to add a documentation to Pajamas page: https://design.gitlab.com/regions/empty-states around adding empty states to empty charts.
