Assign ~"CI/CD" only to scheduled issues

Alessio Caiazza (OOO until 2024-08-26) requested to merge triage/no-auto-ci-cd into gl-gitlab-triage-policies

This patch will assign ~"CI/CD" only to open issues that have been scheduled with Deliverable or Stretch.

This change will allow to triage issue using a no label filter
