Mark issues as stale when not triaged in 3 months.

Since the introduction of ~"CI/CD" auto labeling we broke "Mark stale issues for closure".

This MR will apply that rule for issues not labeled as ~bug or ~"feature proposal" (and not updated in the last 3 months)
