Add note about gitlab-runner on the SSH host being used for uploads
What does this MR do?
Add a note in the documentation that uploads of artifacts need gitlab-runner on the SSH host. Otherwise trying to do so fails with the message Missing gitlab-runner. Uploading artifacts is disabled.. This message is not clear to me, as it doesn't tell where it is missing. I struggled to find that it tries to execute gitlab-runner on the SSH host when I first encountered this.
Similar to !719 (merged).
Such a notice might also be helpful for other executors? See #1630 (closed).
