Update docker-machine version for alpine and ubuntu images
What does this MR do?
- Updated docker-machine in the docker images. (to a version released in October)
- Improves maintainability of docker-machine and dumb-init versions in the future
Why was this MR needed?
docker-machine was outdated. Issues related with some drivers (e.g. Azure not deleting disks of VMs) have been fixed.
