Move Bleeding Edge release from ubuntu/yakkety to ububut/artful

What does this MR do?

Moves Bleeding Edge release packages for Ubuntu from Yakkety release to Artful release.

Why was this MR needed?

With our Bleeding Edge release we're publishing DEB packages for last two LTS versions of Ubuntu and latest normal version of Ubuntu. Since Yakkety reached its EOL almost half year ago, and currently the newest version is Artful, we should move Bleeding Edge release to Artful. This will also allow us to check if packages.gitlab.com is finally supporting Artful as it was discussed in #2851 (closed) and gitlab-com/infrastructure#3275.
