What does this MR do?

Gate event LIST API call on hostuser of pod

Runner requires to know if a pod is pending if the cluster does not support userNamespaces. This can be learned by calling events LIST API. But this call caused overload on kube API server. As a part of solution we will now gate this call to only the pod which have hostuser field in the pod spec enabled.

Why was this MR needed?

This MR is needed to avoid kube API server load with LIST event API calls, that are sent for every pending pod.
