What does this MR do?

Updates RUNNER_IMAGES_VERSION from 0.0.48 to 0.0.49.

Why was this MR needed?

Base-images v0.0.49 bundles Docker Machine v0.16.2-gitlab.53, which contains the opt-in Google flex-selection stockout cooldown from gitlab-org/ci-cd/docker-machine!188 (merged). The cooldown remains disabled by default, so this update does not change placement behavior.

The resulting Runner main-build image will be canaried on the K8s private shard by overriding only the image tag while retaining stable Helm chart 0.92.0. Cooldown enablement is a separate rollout step.

  • Verify this MR pipeline builds and publishes the expected main-build Runner and helper images.
