Correct "preceeding" typo to "preceding" in comment

What does this MR do?

Fixes a spelling typo in a doc comment in magefiles/package.go line 205: preceeding → preceding.

Why was this MR needed?

preceeding is a misspelling; the correct spelling is preceding.
