What does this MR do?

Update labkit/v2 to 2.26.1

As part of Hosted runners to use new usage-based billing p... (gitlab-org#16917) we're adding support for usage billing reporting through snowplow events. The SDK for that is made in Labkit v2. However, the current version we use has a bug that makes the events structure invalid.

That was fixed some time ago. Given labkit/v2 is used - today - only for usage logger, it should be safe to bump it to the newest available version.
