What does this MR do?

Backports !6827 (merged) to v18.11.

Why was this MR needed?

We want to merge !6861 (merged), but the systemically failing test blocks pipelines.

This MR backports a change (present since v19.1) to skip the test for now.

What's the best way to test this MR?

Confirm the integration kubernetes job passes.

TestKubernetesBuildPodResources should now be reported as skipped instead of failing.
