What does this MR do?

Clarify FIPS Runner support across distributions

The AMD64 FIPS 140-2 binary is officially supported on RHEL against a validated cryptographic library, but can also run on other distributions where compliance depends on the host OS OpenSSL module.

Remove the stale reference to #28814 (closed).
