Add translation Merge Request Template for localization - Runner
What does this MR do?
We are currently working on removing the current dependency on using a fork based architecture (here's our Production fork for charts). Once translation is completed, for the inbound, we use GitLab-Argo Bot (with Developer role) that would automatically create Translation Merge Requests back to the current upstream repository. Below is a list of all the Translation MRs that has been created for this upstream project. As a part of this process we're currently adding couple of Merge Request templates that will be used by the GitLab-Argo Bot while building those Translation Merge Requests.
We've already completed this change for Docs production upstream (see the new template here and the Merge request here & here) and it has been verified and tested with a complete round-trip translation request with our third-party vendor tool-chain.
