What does this MR do?

Updating and migrating to the CI components.

I've tried removing the deprecated coverage fuzzing, but it is used and is not trivial to remove, so left as-is.

Why was this MR needed?

Trying to fix the constantly failing SAST job.

What's the best way to test this MR?
