Remove all references to PackageCloud

PackageClound is being decommissioned soon. We have to remove/update all jobs pointing to packagecloud to point to pulp instead. This is mostly a matter of removing or updating needs: in CI jobs. There's one mage target that was updated to get raw data from the pulp runner config instead of packagecloud.
