Upgrade step-runner to v0.30.0

What does this MR do?

Upgrades the step-runner to version 0.30.0.

Changes:

  • Use fresh credentials when fetching Functions from git. See 378.
  • Don't serve stale content when the Function cannot be fetched from git. See 378.
