Translation Push - All - For English Anchor LInks

What does this MR do?

This MR syncs all available translated documentation from our localization fork: https://gitlab.com/gitlab-com/localization/tech-docs-forked-projects/prod/gitlab-runner/-/tree/main-translation/docs-locale?ref_type=heads Changes include:

1. Adding English anchor links (majority of updates) - required for CI link verification
2. Translation improvements

The English anchors are required to enable CI to validate that all internal links work correctly across localized documentation.

Why was this MR needed?

English anchor links are required for translated documentation to ensure the URL patterns stay in english as a user travels through docs.gitlab.com in any language.
