Depend on initscripts and initscripts-service

The runner depends on these in both post-install scripts and for general functioning. Formalise that dependency so that these get pulled in by package managers automatically.

Not all environments will have these pre-installed. For instance, in fedora initscripts is an optional package of the @core package group, so in minimal environments these will not be installed.
