What does this MR do?

  • Update asdf to mise for GitLab Runner developer docs.
  • There is a failing make target which is being fixed.

Why was this MR needed?

At GitLab, we have moved from using asdf to using mise. This MR updates the same for the GitLab Runner developer docs.

Furthermore, there are some targets which either fail or are missing.

What's the best way to test this MR?

Follow along the developer docs.

What are the relevant issue numbers?

No issue.
