Update fleeting plugin and other dependencies

What does this MR do?

This brings in gitlab-org/fleeting/fleeting!60 (merged) in order to allow other FIPS algorithms.

Why was this MR needed?

The previous implementation restricted use of Ed25519 keys, but they should be fine with the Go implementation.

What's the best way to test this MR?

See !5776 (merged).
