What does this MR do?

Update github.com/containerd/cgroups/v3 to v3.0.5, which comes with an update to its indirect update to github.com/cilium/ebpf (v0.9.1 => v0.19.0), which enables gitlab-runner to be built on LoongArch (loong64).

Also update Makefile* to enable loong64 as a build target.

Why was this MR needed?

To enable loong64 as a build target for GitLab's runner.

What's the best way to test this MR?

The binary will build via cross-compilation. I have also smoke tested the runner on a LoongArch machine.

If needed, I can help with setting up a remote machine to further test this merge request.
