What does this MR do?

As part of &18799 (closed) we have updated dependencies to 1.24.6 to address the latest CVEs and bugs: https://groups.google.com/g/golang-announce/c/x5MKroML2yM/m/5_v-oMjUAgAJ

This needs gitlab-org/ci-cd/runner-tools/runner-linters!25 (merged) first.
