Reverts !5426 (merged) and upgrade prebuilt runner images back to Alpine 3.21.

Why was this MR needed?

The downgrade happened for https://gitlab.alpinelinux.org/alpine/aports/-/issues/16980, which has been fixed in Alpine 3.21.4. There's no reason to stay on an outdated version anymore.
