Draft: Set systemd unit's KillMode to mixed
What does this MR do?
Set's systemd's KillMode to "mixed". Rather than systemd then killing child processes, Runner retains this control. This is useful for Runner to perform graceful shutdown of both jobs and any fleeting plugins it has executed.
Why was this MR needed?
Allows graceful shutdowns.
