What does this MR do?

danger-review assumes that the user has access to the source repo, but for private forks this is not true. Restrict this CI job to the canonical forks.

Why was this MR needed?

https://gitlab.com/gitlab-org/gitlab-runner/-/jobs/10262106291 was failing with a 403.
