What does this MR do?

This MR pushes all the documentation pages under the /development directory with the content removed as we'll not be showing them to the users (instead show a disclaimer message). Relevant work has been completed out in this Merge Request in the Docs project.

In this MR we make the following changes:

  1. Add all the documentations under /development directory with their contents removed (but front-matter intact),
  2. Add the following folders in the argo_transaltion.yml file to the ignore path. This way they will never be picked up by the automation tool.

Why was this MR needed?

This MR is required to reflect the changes completed out in this Merge Request in the Docs project.
