Upgrade taskscaler dependency with updated heartbeat functionality
What does this MR do?
Upgrades taskscaler, bringing in the following changes:
- Implement regular heartbeats and track unhealthy slots
- Fix idle scale down by preventing reservations that exceed idle capacity
