What does this MR do and why?

This MR adds the two bools to the runners.autoscaler section of the config.toml.

• log_external_ip
• log_internal_ip This outputs to the CI/CD page the internal or external IP address of the ephemeral VM that is being connected to. It sometimes you need to connect to one of the VMs to troubleshoot, and this makes it a bit easier.
