What does this MR do?

!5395 (merged) pinned the version of zstandard to 1.5.7, but this version appeared to have been yanked in favor of 1.5.7.20250308 (https://community.chocolatey.org/packages/zstandard/#versionhistory).

Pin the version to 1.5.7.20250308 to fix build issues.
