Fix fork pipelines by ensuring windows tag refs exist

What does this MR do?

Ensures that the !reference's for windows tags exist, even for fork pipelines.

Why was this MR needed?

Whilst these tags are not used, the reference still needs to be made otherwise we get a CI YAML error.

What's the best way to test this MR?

Community MR/fork pipeline should work.

What are the relevant issue numbers?
