What does this MR do?

This MR will add documentation as we go into Gitlab18 and the depreciation of runner tokens in favor of registration tokens. Customers switching to this may have issues with registration. Here is one we found with Openshift. See issue. This MR hopes to document this for our customers. As it worked in this ticket case.

After setting the label variable to true this resolved the registration errors.
