Really publish sles/opensuse runner packages

Over in !4993 (merged) we added THE ABILITY to publish packages for sles and opensuse distros, but we (I) forgot to add a jobs that actually publish the packages :-/

This commit adds jobs to publish packages for those distros, for both stable and bleeding edge.
